Opposition to Small Group Home

Sounds like some neighbors in the town of Mount Pleasant don't like the idea of a little, family group home  that will house 1 adult with Down's Syndrome and 1 adult with cerebral palsy plus caretakers  anywhere near their country properties. Is this 2013 or 1950?
