Sturtevant trustees are looking into whether or not they should adopt an ordinance governing where sex offenders can live. Trustee Chris Larsen said Tuesday during the Continual Committee meeting that he got the idea after learning about a similar ordinance in Caledonia and reading in The Journal Times about the efforts to pass one in the City of Racine. "I just want to make sure that Sturtevant doesn't become the dumping ground for sex offenders in eastern Racine County," he said. "I'd like feedback on whether or not I should continue researching." The Racine Police Department has canceled a public information meeting that was scheduled for Thursday at Fratt School about the impending supervised release of convicted sex offender Michael Fink.
The state Department of Health Services confirmed Wednesday that convicted sex offender Michael Fink will not be moved to a home on Lathrop Avenue in Manree Park. In an email to Patch, DHS spokeswoman Claire Smith said the reason Fink's release is being relocated is because one of his victims lives in the area. "I can confirm that we will not be placing Mr. Fink at the location that was proposed," she wrote. "We make every effort to ensure that individuals who are placed in the community are not placed near their victims. Had we known that a victim lived within a block or two, we would not have chosen that location." The state says James M. Lalor has mental issues that make it an almost certainty that he will re-offend.
State Attorney General J.B. Van Hollen filed a motion Thursday in Racine County Circuit Court to commit James M. Lalor because Lalor is sexually violent. According to a written release from Van Hollen's office, the state seeks to commit Lalor for treatment under Wisconsin's sexual predator law. "Commitment" means until the individual is no longer considered a predator. If the state successfully argues its motion and Lalor is committed, he will still have the right to petition the court for discharge or supervised release, etc. Chapter 980 of the state statute reads, "...a person may be subject to a civil commitment when the person has been convicted of a sexually violent offense, has a mental disorder, and is dangerous to others because …
