No Sex Offender Ordinance in Villages; City Considering One

Racine is considering a rule that would put buffer zones where offenders could not live, similar to what Caledonia has on the books. Neither Mount Pleasant nor Sturtevant have sex offender ordinances.

Where sex offenders live after their release from prison is a touchy subject in any community. But the subject is front-and-center in the Racine area after a convicted sex offender was nearly placed in a home near that of one of his victims. City of Racine leaders are vetting a new ordinance that would create buffer zones around areas where children congregate. Caledonia has a sex offender ordinance, but Mount Pleasant and Sturtevant do not. Though Sturtevant does not currently have a sex offender ordinance, Village Clerk/Interim Administrator Mary Cole said trustees considered one about five years ago, but determined it would be too difficult to enforce for those not under supervised release. Recidivism rate for registered sex offenders are exceedingly low. It is more likely a sex offender lurks in your families but hasn't been caught yet and therefor is not on the registry yet. The registry is a farce. Has anyone ever stated how the registry protected anyone from sexual abuse. Neighbors Voice Fear, Anger at Sex Offender Notification Meeting

Residents who live near the home where convicted sex offender Michael Fink will live attended a meeting Wednesday to learn more about the process and ask questions.

About 40 residents who live in the 16th and Memorial neighborhood attended a sex offender notification meeting Wednesday at the 16th Street COP house. The meeting was hosted by the Racine Police Department, and the Department of Corrections, the Department of Human Services to help neighbors understand what it means that Michael Fink will be moving in to 1605 S. Memorial Drive. Neighors were told they wouldn't be allowed to speak during the presentation portion of the evening, but they could turn in cards with questions that officials would try and answer during a short Q&A session. Sex Offender Notification Meeting Wednesday

Residents who live in the neighborhood around 16th Street and Memorial Drive are invited to a notification meeting about a sex offender is being released.

The Racine Police Department has scheduled a community meeting Wednesday to talk to neighbors about the release of convicted sex offender Michael Fink. According to a notice from the RPD, the meeting is scheduled from 6 to 7:30 p.m. at the 16th Street COP House, 1900 16th Street. Representatives from the Racine Police Department, Wisconsin Department of Corrections and the Sand Ridge Secure Treatment Facility will be on hand to make the presentation. Fink, 45, will live at 1605 S. Memorial Drive and will not be allowed to leave the house unless he has a chaperone. He will also wear two monitoring bracelets; one will signal if he leaves the dwelling and the other is a GPS unit to allow law enforcement to know where Fink is at all times. …

Convicted Sex Offender Will Live on Memorial Drive

Michael Fink will move back to the City of Racine by March 7.

Convicted sex offender Michael Fink will become a resident of Racine once again, Racine County Circuit Court Judge Eugene Gasiorkiewicz ruled Thursday. The court hearing was to determine that an acceptable residence has been found and that the parties agree on a release date. Fink will live in a single-family home at 1605 S. Memorial Drive on or before March 7. Fink has been incarcerated since 1994, when he was convicted of sexually assaulting two, 12-year-old girls who were babysitting his stepchildren. After his prison sentence was up, the state successfully petitioned for him to be committed to the Sand Ridge Secure Treatment Center in Mauston as a sexually violent offender under the state's 980 civil commitment procedure.   Fink was to…

Barca Calls for Review of State Agency Sex Offender Placement Protocol

Rep. Peter Barca, D-Kenosha, is asking for the Joint Legislative Audit Committee to review the process for choosing where sex offenders will live after release.

When one of Michael Fink's sex assault victims discovered that he was going to live just doors away from her, she was more than upset. "Oh, I was mad, and then I thought, how? How does this happen?" she told Patch. Rep. Peter Barca, D-Kenosha, is wondering the same thing. He sent a letter Wednesday to Rep. Samantha Kerkman R-Powers Lake, and Sen. Judge Tells State to Quickly Find Home for Sex Offender

Convicted sex offender Michael Fink is still going to be released under strict supervision, but finding a new location for him should be the DHS's highest priority, according to Judge Eugene Gasiorkiewicz.

Racine County Circuit Court Judge Eugene Gasiorkiewicz told state Department of Health Services officials Thursday to make finding a new placement for convicted sex offender Michael Fink one of their highest priorities. The status hearing was scheduled after the state Attorney General's office and DHS officials discovered that Fink's proposed residence at 918 Lathrop Avenue was only a block or two away from one of his victims. Fink was to have been released from Sand Ridge Secure Treatment Center in Mauston into a supervised release program by Friday, but that has been put on hold until a new home for him is found. Sex Offender Placement Moved Because It's Too Close to Victim

The Racine Police Department has canceled a public information meeting that was scheduled for Thursday at Fratt School about the impending supervised release of convicted sex offender Michael Fink.

The state Department of Health Services confirmed Wednesday that convicted sex offender Michael Fink will not be moved to a home on Lathrop Avenue in Manree Park. In an email to Patch, DHS spokeswoman Claire Smith said the reason Fink's release is being relocated is because one of his victims lives in the area. "I can confirm that we will not be placing Mr. Fink at the location that was proposed," she wrote. "We make every effort to ensure that individuals who are placed in the community are not placed near their victims. Had we known that a victim lived within a block or two, we would not have chosen that location." Sex Offender Meeting Thursday at Fratt School

The Racine Police Department is hosting a public information meeting Thursday at Fratt School because a sex offender is moving into the neighborhood.

West Racine and Manree Park residents received calls Tuesday from the Racine Police Department about a public information meeting this week because a convicted sex offender is moving into the neighborhood. Michael Fink, 44, will be moving to 918 Lathrop Avenue later this month. He was convicted in 1994 of two counts of second degree sexual assault of a child. Fink also has a 1987 conviction of second degree sexual assault. According to a release from RPD, Fink spent about 14 years in prison and in 2008 was confined to Sand Ridge Secure Treatment Facility after being indentified as a sexually violent person.
