Job Creation Top Issue for Democrats in Recall; Collective Bargaining is Last

Despite all the furor in Madison last year over the rights of public workers, new poll says Democrats are most concerned about jobs as they head to the polls in Tuesday's recall primary election.

When tens of thousands of demonstrators descended on the Wisconsin Capitol in February and March 2011, the protests were all about Gov. Scott Walker's budget-repair bill and how it changed collective bargaining for public employees.

In fact, it was the outrage over the passage of that bill — known as Act 10 when it  became law — that was the impetus for the effort to .

But with the Democratic primary election less than a week away, and the general recall election slated for June 5, the issue of collective bargaining has pretty much taken a back seat to jobs and other issues, according to a poll released Wednesday.

The Marquette University Law School Poll says 46 percent of those who are likely to vote in Tuesday's Democratic said job creation is the most important issue when it comes to choosing a candidate.

"Defeating Walker" was listed second at 25 percent, while "reducing political divisions" was picked by 14 percent of likely Democratic voters.

Coming in last among voters? Restoring collective bargaining rights, which was considered the top issue by just 12 percent of those surveyed.

"It's a little funny to see this switch," said Marquette Law School Poll Director Charles Franklin. "Collective bargaining was at the center of the protests and the recall efforts, but now seems to have fallen off a bit."

The voters' focus on jobs hasn't been lost on the candidates, either.

The top two Democrats in the primary race — Milwaukee Mayor Tom Barrett and former Dane County Executive Kathleen Falk — both have made jobs a key focus on their campaigns.

At a press conference last week, Barrett called jobs the defining issue of the campaign, the Journal Sentinel reported.

And when the news surfaced that over the last 12 months, Falk said: "Every report card that comes in for Governor Walker shows he’s failing Wisconsin."

Walker also has made jobs a top issue in the race, noting that much of the state's job loss has been in Milwaukee, where Barrett is the top elected official. A Walker spokeswoman said last week that Barrett "would do well to accept responsibility for the fact that he has yet to develop or implement any viable plan to help address Milwaukee’s unemployment crisis."

The Marquette poll also showed that voters are more pessimistic about their perception of the jobs situation in Wisconsin.

In a similar poll in March, 24 percent said the state had lost jobs over the previous 12 months, while 34 percent said the state had gained jobs. That was reversed in the poll released Wednesday, with 38 percent saying jobs had been lost and 21 percent saying the state added jobs.

"There's not been a lot of areas where we’ve seen a lot of movement in perceptions except in jobs," Franklin said. "Voter views can change quite a bit from month to month. The numbers show that voters are not completely settled in their views."

The poll of 705 likely voters also showed 38 percent to 21 percent, with 8 percent for Secretary of State Doug La Follette and 6 percent for state Sen. Kathleen Vinehout.

In a June general election race between Barrett and Walker, Barrett leads by one percentage point, 47-46, among all registered voters, while Walker leads by one percentage point, 48-47, among likely voters.

Both results are well within the margin of error of the poll, making a Walker-Barrett match-up a dead heat.

@Patriot - Barrett has not even gotten past the primary stage yet, and look at the polls. It is being called a dead heat.

Let me guess with the recent release of the jobs numbers for the entire Country being well POOR!!! I am assuming that is Gov Walkers fault as well? Also seems your radical left leaning liberal President is in trouble with his own party for trying to set up a Pacific Trade Agreement that would allow NON US Companys to bid and win Government contracts!!!

Steve, I never "herd" anything about Scott Walker and the polar ice caps. My point was clear to anyone who read and properly ingested my post. Let's keep it real.
As I have shared before on several occasions, Walker's budget shenanigans had to do (in the case I relate) with hiring an "ax man" to do the budget. As a federal judge in the hearing explained to me, the ax man had been on the job 3 weeks. That meant he had no clue of county laws, etc. He took an "ax" to the budget and it was the height of stupidity. Cutting departments to the point of actual unviability--uninmportant ones, like the federal court system.Cutting the award-winning landscape artist from the Domes--the one who makes all the money for the place. Random privatization. I can't even say how many man-hours/county taxpayer dollars were wasted just trying to get the budget to a workable point. Why hire an outside ax man in the first place? Then there was the illegal firing of county courthouse security guards. Walker was told it was illegal, he overrode the County board and fired them. Then he hired a private, non-American security firm. The county staff and the Wackenhut staff worked side by side, double cost as the county workers worked until their last day. Walker said he brought in the outside firm right away because he thought the county employees wouldn't show up. Shows how he thinks, doesn't it. Remember how much that cost.

Don't forget the Blue Shirt project. Etc. Knowing all of this (and again, without knowing about his campaign staff's illegal activities or the ALEC connection), it would have been irresponsible of me to vote for Scott Walker. He demonstrates the same ignorance of law at the state level as he did as CE. He was annoyed with the public unions (I perceive) because there were rules that needed to be followed in working with them and he is not a person who respects procedures or in taking the time to study up (which he was elected and being paid to do--know his job). He continues the same lethal strategy of simultaneously surrounding himself with people who are equally ignorant/disdainful of rules and procedures and ignoring the counsel of people who could help him make informed decisions. As County Executive he polarized his constituency, city v. suburbs by cutting transit and other maneuvers that effectively exacerbated city/suburban tensions. As governor it can be seen how those same patterns of behavior have expanded with his sphere of influence.
Steve, Craig, I have written many, many times that I support the recall of Scott Walker and I have laid out my case for doing so more than once. I know other Republicans who support recall. They, like me, do not approve of the radicalism/profiteerism undermining our state/US economy. Walker preaches radicalism. In my view, a vote for Scott Walker is a vote for sedition-for-profit. No thank you.

Bren, thanks for bringing up the Blue Shirt project. What a great loss that was. I had forgotten about that one. Almost as devastating as the disappearance of the "Whaling Wall" over the freeway. Thank G-d (oops...sorry...shouldn't bring religion into it), cooler, more progressive heads prevailed in the case of the the lovely di Suvero sculpture, currently blighting the view of the Calatrava addition to the MAM.

We all need to remember that Walker had a job before Governor. It was as the supreme head of Milwaukee County, of which Milwaukee is the greater part. He had the job for eight years. When we start criticizing unemployment, taxes, etc. there , lets remember who the head honcho was.

Governor Walker does not stand for common sense and freedom. He stands for radicalism and sedition-for-profit. And yes, he does stand for Big Government standing over "your" shoulder and your bedroom. The radical pseudo-morality is merely a sop to the right-wing "Puritans." They are being manipulated to advance their profiteering scheme. People are still falling for it, incredibly. But as P.T. Barnum used to say, "There's a sucker born every minute."

I have seen this survey referenced elsewhere. CEO magazine doesn’t say much about who the 550+ respondents are; do they represent large corporations, small companies, or small businesses.
Putting that aside there is some interesting information which can be gleaned from the survey. The ten lowest ranked states for "business climate" are home to 225 Fortune 500 Companies while the ten highest ranked states are home to only 140 of the Fortune 500. The fifteen lowest ranked states are home to a total of 256 Fortune 500′s while the top 15 are populated by only 157 of the big companies. So, it would appear that the “perception” of the survey respondents does not match “reality”. This is not a scientifically run survey as it as the respondents self-select. One could also draw the conclusion that these people don’t put their “money where their mouth is”. The validity of this survey is at about the same level as the myth that Gov. Walker had anything to do with moving Wisconsin up in the rankings. The survey was touted last year also, and we see how well it worked out for Wisconsin.

Are you going to refuse all of the benefits that you earned as a 30 year union member? Are you going to refuse the "rich pension" checks? If you hate unions so much which did it take you 30 years to come to that concllusion? Perhaps because you were enjoying income and benefits higher than your non-union peers? Intellectual consistency does not appear to be one of your strong points.

Or are you referring to the Governor Walker who is taking political donations to use to pay for his team of defense lawyers? I would guess that Walker is not in favor of the usual TEAPublican advocated "Tort Reform" when it comes to trying to keep himself from being fitted for an orange jump suit? The only way for Walker to be able to take donations for his Defense Fund is because he is about to be charged with a crime or if he is under investigation for having committed a crime. To paraphrase Richard M. Nixon, "Our Governor is not a crook."

Speaking of the orange suit, now that Walker has exempted the badge unions and appointed Stephen Fitzgerald, the father of the Legislature Fitzgerald brothers, as the head of the Wisconsin State Patrol, he now should have grave concerns about prison guards and their attitudes toward him in reducing their total pay and his generating of high turnover in prison staff. Also, Walker is having serious second thoughts about supporting Sheriff Joe Arpaio, particularly inmates forced to wear pink underwear.

We all need to remember that before Scott Walker was governor Jim "Cueball" Doyle had the job for 8 years. Remember "the last business to leave Wisconsin please turn out the lights?"
It will take years to reverse the flight of capital and talent that quietly left the state due to high taxation and nanny state regulatory treatment. When you start criticizing budget cuts and fiscal restraints enacted due to years of tax and spend liberalism please remember who the head honcho was.

If job creation was the top issue for democrats why would they support the fiscal policies of an Obama administration that have ensnared the country in a period of relentless economic decline?
In April, 2012 the percentage of adults working or actively looking for work fell to the lowest level in 30 years. If the same percentage of adults were in the workforce today as when Obama took office the unemployment rate would be 11.1 percent. Incredibly, 3 years of Obama have wiped out the employment gains made under presidents Reagan, Clinton and both Bush's. There is so much to do with the job loss. I am not sure what the city,state and country can do about the jobs scene because the main reason is the free market treaty and the busniss's outsourcing jobs because the unions demanding more money and managment wanting more profits for their stock holders Vicious cycle right!!!
