Racine Man Accused of Creating Child Porn in His Apartment

Police say the suspect, 28, has videos of himself assaulting young children and a DVD slideshow set to a soundtrack featuring images of the victims.

A 28-year-old Racine man is accused of creating numerous child pornography videos and images with two young children while babysitting them during the past year.

Alexander R. Richter was charged in Racine County Circuit Court Monday with two counts of repeated sexual assault of a child, 12 counts of sexual exploitation of a child and 12 counts of possession of child pornography. If convicted, he faces up to 560 years in prison and $2.4 million in fines.

According to the criminal complaint, on Nov. 3, Racine police officers were called to a woman’s home after she learned her 7-year-old son and 5-year-old daughter had been sexually assaulted by Richter for the past year. The assaults came to light after the boy began acting out sexually and was involved in an incident where he inappropriately touched a friend on Oct. 27. When the boy was questioned, he told adults about the assaults.

The woman told officers she met Richter at Gateway Technical College and he baby sat the children between October 2011 and Oct. 5.

Both victims told investigators Richter forced the female victim to have oral sex with him, that he always had a camera filming the events and he would also film the kids taking a bath. They also said that Richter would force the male victim to use sex toys. They told police that Richter warned them not tell their mom about the abuse.

Officer’s say they went to Richter’s apartment in the 2700 block of Jacato Drive with a search warrant. He met them at the door and said, “I’ll save you a lot of time; the things you are looking for are under the coffee table.”

Inside Richter's apartment, officers reported they found a camera and tripod and multiple DVDs of child pornography, including a disc with the two victim’s names on it containing shots of Richter having sex with the children. Another DVD was titled “Slide Show 2 DVD,” which contained 55 explicit photos of the victims. Investigators noted Richter had placed a soundtrack on the DVD.

During the investigation, the officers say they found images of other children being assaulted and they are now working to identify those victims.

Richter is currently being held in Racine County Jail on $500,000 bail while awaiting trial. He will next be in court on Nov. 21 for a preliminary hearing before Court Commissioner Alice A. Rudebusch.

The Racine Police Department is investigating the possiblity of additional victims. If anyone has information about this case, they are urged to call Racine police investigators at (262) 635-7756.

Ugh. I feel sick. It seems like we are so helpless when these things happen. But we can try to be proactive in protecting these kids. We must always trust our guts and listen to our kids when they have a bad feeling about someone. We must teach our kids at (sadly) young ages about modesty, the evils of others and their absolute safety in telling us everything. And we should never ever doubt a child when he/she makes a claim we would prefer to deny and hide from. And we need to remember that these predators are NOT just the creepy guy in the bad neighborhood. They are neighbors, brothers, fathers, grandfathers, pastors, Boy Scout leaders....people we see and trust everyday.
Even with all of this...we can never be sure they will be safe and protected...but we can rest easier knowing we are making every reasonable effort.

Good advice, HRG.
It's also a good idea to check the sex offender registry to determine if such a predator lives near your home, your child's school, etc. http://offender.doc.state.wi.us/public/ And not to forget, there are female sexual predators as well. We need to be careful of everyone.

This is truly frightening.
I just uploaded a map of sexual predators for the 53402 zip code created using the above link: 245 registered offenders on the map; and 147 "non-mappable" offenders. Stay vigilant.

I'm wondering how long this trial is going to take. I'm originally from the Milwaukee area, but, haven't lived in WI. for 20 yrs. However, all my family is still there. I hope this guys rots. How can he plead "not-guilty". He is on video.
