Sex Offender Meeting Thursday at Fratt School

The Racine Police Department is hosting a public information meeting Thursday at Fratt School because a sex offender is moving into the neighborhood.

 

West Racine and Manree Park residents received calls Tuesday from the Racine Police Department about a public information meeting this week because a convicted sex offender is moving into the neighborhood.

Michael Fink, 44, will be moving to 918 Lathrop Avenue later this month. He was convicted in 1994 of two counts of second degree sexual assault of a child. Fink also has a 1987 conviction of second degree sexual assault.

According to a release from RPD, Fink spent about 14 years in prison and in 2008 was confined to Sand Ridge Secure Treatment Facility after being indentified as a sexually violent person. On Dec. 14, the court ordered Fink to supervised release with the conditions that he wear an electronic monitoring bracelet and register for the rest of his life with the Wisconsin Sex Offender Registry Program.

Representatives from the Racine Police Department, Wisconsin Department of Corrections and the Sand Ridge Secure Treatment Facility will present information to the public, but RPD stresses this is not a public forum for comment. They also want residents to know this should be an adults-only meeting.

"This meeting is informational only and is not a forum for public comment," the release reads. "Adult subject matter will be discussed at this meeting and we ask that only adults attend." 

Diana Higgenbottom lives in Manree Park and while she doesn't have young children living with her anymore, she has plenty of kids in her family who visit. There are also a number of children who live in the neighborhood and walk to school at Fratt.

"The fact that this man is labeled 'violent' worries me," she said. "I don't want to make his life miserable so I'm looking at this more as what can we do to keep everyone safe?"

A Fratt teacher and resident of the neighborhood said she is disturbed by the news and somewhat annoyed that because she doesn't have a landline, she didn't get a call. She asked that we not use her name.

"It is obviously very disturbing, especially since he will literally be only one block away!" she said in an email to Patch. "I don't have a landline and don't read the paper regularly so if not for social media, I could have very easily missed being informed and for that I am upset!"

Sending a letter to all residents within a five-mile radius plus the phone calls, she added, would have been the better way to communicate with members of the neighborhood.

According to city assessment records, the home has been owned by John and Paige Boyle since 2004, but a neighbor said they moved several months ago.

Patch has a call into the Department of Corrections about whether or not the DOC is renting the home for Fink and why they chose this location.

That's jaw-dropping. It's 3 blocks away from Fratt Elementary School. It's 2 blocks away from Graceland Cemetary, and 3 from Graceland Park.

"There are also a number of children who live in the neighborhood and walk to school at Fratt."

WTF? It's Manree Park - Upper middle class residential FULL of children. *WOW*

It is of my opinion that everyone should act and behave and teach their children as though there is ALWAYS a sexual predator in the area. Because, guess what?! There ALWAYS is. Most sexual predators are never caught. Many are in the same home of the victim. Most go their whole lives without a meeting or flyers warning others about their location. Unless they are going teach everyone self defense and the signs of child sexual abuse - I can't imagine what good this meeting will do other than to create a panicked mob.

I think there should be a law that states that any person that is labeled as violent and a sex offender should not be allowed to live within 5 miles of any school building where there will be children walking to or from. It is just asking for something bad to happen.. Not a good idea and not safe for the kids... Think of our childrens future and don't make them live in fear of going to school.

Most sex crimes have nothing to do with where the offender lives. It is usually in their home or the home of the victim because most crimes are committed by a person well known to the victim. If an offender really wants to go to a school to abduct a child (when has that ever happened?) he can drive and it doesn't matter where he lives.

Letting child rapists go with a slap on the wrist is a totally different thing than what you are referencing.

Again, it is sickening bleeding heart liberals who allow these predators to go free after a slap on the wrist, only to rape again and again. Maybe you don't want to offend heather, but she is truly a bleeding heart lib.

Your comment regarding "Heather" is absolutely offensive to its core. My political affiliation is not that of a "bleeding heart" liberal, but yes, I will defend "Heather" or any other blameless individual, regardless of party affiliation, against offensive accusations such as "allowing" child rape (or any rape) to happen.

Furthermore, any political classification of any lax prosecution and/or sentencing of a given rapist or other criminal is baseless. What proof do you have that allowing a rapist or other criminal to fall through the cracks is dependent upon political affiliation?

Are you really that caught up in political bias that you are going to blame a given political party for allowing rapists to go free? Then perhaps the following article will interest you…..

Totally agree with this sentiment! These "Inhuman Creatures" have shown that they (Will not/Can not- it's all the same) live within the constraints of Normal Society, so they should be shown as much "Sympathy" as they have shown to their Victims, ZERO! When you clean your Toilet you don't wipe the Scum off and throw it under the carpet where it can Fester and Breed!. You FLUSH IT!

This man should NOT be out in the general public especially this close to schools and oh yeah didnt you hear his victim lives a block away ???
Where is the justice for the victims in this kind of situation has anyone thought about that??? Of course not !!
The victim was not notified of the release of him until it was posted yesterday on facebook !!Some where somehow there was miss comunication to the victim .
PLEASE everyone attend the meeting !
