Lehman Declares Victory in Recall

At 2 a.m., Racine County posted full results online, supporting former Sen. John Lehman victory declaration at his election night party. Sen. Van Wanggaard, who was facing recall, sent everyone home an hour before Lehman's announcement.

 

Former Sen. John Lehman was the only Democrat on the recall ballots to declare victory. 

At 12:53 a.m., he dedicated his victory to all the hard work and hours of service from volunteers who led the recall efforts in the 21st Senate District, where they went after Sen. Van Wanggaard, who had defeated Lehman in November 2010. 

Lehman's closing remarks weren't all that different from the first time he spoke to supporters after his arrival around 9:30 pm at the Racine Labor Center.

"You worked so hard in the best interest of Wisconsin and for Racine County, not just for yourselves," he said. "Let's all take a little breather, take a little time with our families, who have supported us in our efforts, but then let's come back strong for the November elections."

The final vote totals were posted after 1:30 a.m., and by 2 a.m., district-wide unofficial results stood at:

  • Wanggaard: 35,476
  • Lehman: 36,255

This win gives Democrats control of the State Senate. Four state senators were under recall, and Wanggaard was the only one to not hang on to his seat. Still, the balance in both houses of the legislature could shift again this fall. Of the 33 senate seats, 16 are up for re-election and all 99 in the Assembly are up for grabs.

These results remain unofficial until they are certified.

About an hour before Lehman declared victory, Sen. Van Wanggaard told his supporters they could go home and that they would decide what their options were in the morning. 

"The numbers are so close," Wanggaard said. "We don't really know where we're at."

Lehman said he's not surprised by his opponent's reaction.

"I can see why he'd do that," he said. "The race comes down to less than 1,000 votes."

A group of about 50 supporters stuck it out until the end, crowding Lehman as he delivered the news. Loud cheer went up and people waved their "Lehman for Senate" signs, forming a circle around their candidate and the media.

"This wasn't an easy victory," he said. "But I'm excited about the new majority and getting back to an atmosphere of reasonableness that's been missing in Madison."

Lehman said he knew the balance of the legislature rode on this race, but always felt the Democrats had the best chance of winning of all the four senate recall races.

"Early polling numbers supported our chances here, and it turns out they were right," he added.

As for what Lehman plans to do tomorrow, he said he'll probably sleep in a bit and then ride around the 21st District to pick up yard signs.

"It feels good to win," he said. "It feels good to be done with the campaign."

Can't wait for the new maps to go into effect so that the rest of the County can dump the City of Racine from this senate seat!

As long as all absentee ballots are accounted for, no recount is necessary.

@Eddie - The seat for the 21st isn't up for re-election until 2014, but the seat for the new 22nd is up for grabs in November. All 99 Assembly seats are up for re-election as well.

Townships of Waterford and Burlington, the City of Burlington, and the Village of Waterford, all strong conservative territory, are not a part of the current 21st District - they are in the current 22nd District (Wirch).

The new maps combine the cities of Racine and Kenosha into a liberal majority district, while giving the rest of Racine and Kenosha counties their own majority conservative district, and eliminating two potentially swing districts.

We have a chance to retake the Senate in November, so it may not be all that bad, but honestly, I just can't stand that draft dodging Lehman is representing my District - that man is a piece of …

The senate is a moot issue at this point since the legislature is done for the year and doesn't reconvene until after the general election. By then, everything may have shifted yet again. With Holperin retiring, Wirth redistricted, and Hansen and King having to run in "conservative districts," the odds are heavily in favor of the Republicans having control of the senate yet again even before it reconvenes in January. So, let the Democrats have a "moral victory" I say just so we can get on with our lives.

@Ken - what I think Frank means is that with the redistricting, the new 21st encompasses more of the counties of Racine and Kenosha and less of the City of Racine. Thus, when/if Lehman decides to run in 2014 to retain his seat, he may face a larger base of voters who typically vote more conservative.

That's the ironic part of this election. The district that Lehman will be representing when he is actually sworn in to take his seat will be comprised of a constituency that CLEARLY doesn't want him, as the polls showed both last night and in the Wirch recall of last summer, as the areas of Wirch's district 22 that have since become part of district 21 went heavily for Republican Johnathan Steitz in that recall election.

In all honesty, this election represents a travesty, as now voters that don't want Lehman are stuck with him representing their interests until 2014. How is that a good exercise of democracy exactly?

While it would be possible and highly probable that a recall of Lehman would be successful, it wouldn't be worth it, as by the time he's eligible for recall and the election held, it would be less than a year before the general election anyway. Not to mention that conservatives stand a good chance at retaking the senate majority this November in the new districts before Lehman ever has a chance to vote 'nay' on anything, thus invalidating Lehman's win last night as nothing more than a fruitless moral victory at best.

My guess is that Wirch will represent the preferred candidate of choice in the new super liberal majority district 22, so after 2014, we won't be hearing from Lehman again.

Funny how he was the only Democratic candidate seriously challenged by a fake Democrat (Republican protest candidate Varebrook) in his own primary, and yet, still managed to be the only 'winner' of the night, isn't it? When the redistricting takes effect, you guys in Racine can gladly have your beloved Lehman back, only he may have to fight career politician Wirch for the job, as I can assure, the new district will not want Lehman and will gladly show him the door just as soon as possible!

Enjoy this short lived victory, as we'll be back once again, with a vengeance in November to invalidate the significance of Lehman's win. Your temper tantrum has awoken the silent majority of the state!

@Hoffa - the new map for the redrawn 21st reaches into the City of Racine to include Lehman's residence. If he wants to run for the 22nd, he'd have to move. Wirch, I believe, is doing just that and will try and keep his seat against Pam Stevens, also of Kenosha. I've not heard if anyone from Racine will try their hand for the new 22nd.

Honestly, I see Wirch as being the preferred candidate in the new 22, as he has a very loyal base. I just don't see Lehman pursuing office after this term expires in 2014, especially seeing as how he wasn't exactly thrilled about running this time, but was more or less recruited by the party into doing so due to lack of a viable alternative. My guess is that someone from Burlington or the surrounding communities will step up to take over the new 21. But that's just my prediction!

What's almost certain though is that we now have 2 super majority senate districts as opposed to swing districts, so future election fun will mostly come down to primary decisions as opposed to general election night duke outs.

Just because he showed that he was capable of wearing different pants, dependent upon the job he was holding at the time? When he was a union man, he advocated for the union. When he became a senator, he advocated for the taxpayers as a whole, including union people. It's called being a responsible professional and not kowtowing to special interests.

Lehman refused to answer our country's call when it needed him, preferring the shelter of Canada instead - he should still be in jail! Not to mention how he was dating his wife while he was her teacher! Didn't Barrett say that your side was running on morals and ethics? So, how exactly did you guys end up with a guy like Lehman? If I was on your side, I'd seriously be embarrassed by this!

It was people like me (hardly a millionaire, let alone a billionaire) who saw the tens of millions being sent to WI by the union thugs in cash and "in-kind" contributions (that are largely ignored when things are being totalled up) and didn't want the unions to, once again, steal another election from a good, honest, decent man.

Oh this is just so great! It amazes me how the people forgot why Lehamn was voted out of office to begin with. He is a tax and spend liberal who damaged Wisconsins tax base and health care programs. He voted for some of the largest tax and spend increases in this states history. None of those tax increases answered the problem of unemployment. Thy only made certain that lazy people would still get something for nothing. The election was close only because of the economic situtation in Racine County. We currently rank first in unemployement in the state and liberals always think the answer is in Tax the rich and give to the poor. PFFFF!!!! Racine is a dead city. It is actually quite disgusting. It is ugly and it will only get uglier as long as we allow liberals to force their losing ideas upon us. It is time for me to move somewhere else.

What facts? I see a bunch of gloating and whining. The fact is Walker lied and people were rightly upset so they tried to do something about it. And if money doesn't talk then how do you explain the rich shoveling money into your state to buy misleading attack ads? I don't mind the rich. It's when they try to buy elections that I mind. They got tax breaks to create jobs and all they do is try to buy elections. Elections should be decided on debating the issues. You're tired outdated meme of tax and spend liberals is without basis. Taxes are collected to benefit the community. Police, fire, education and infrastructure are all provided by spending tax dollars.
Why don't you get out and see the country. See how Republicans have neglected the infrastructure, neglected the electrical grid. The only thing they care about is getting more money for the next election.
Even a communist country like China is investing heavily in education and infrastructure by investing the money they get from us. A country that now makes most of our goods. You say public employees make too much and get too much. Really? As apposed to who? Minimum wage workers? Slave labor? What's clear is that Republicons won't rest until everyone is as miserable as they are.

The New Maps are coming. The reforms are working . This a bump in the road and typical of cities like Racine and Milwaukee who continue to cut their own throats. I would do a recount and focus on this election to tout voter ID as clearly the Democrats nation wide and in Wisconsin have completely become pro - FRAUD . That's sad to see by any measure but it is the reality .I am going to enjoy the Milwaukee victory today and the future one's as his mandate finally protects the TAXPAYER and PROMOTES the needed reforms for a BETTER WISCONSIN

If you can produce proof of a single case of voter fraud that was proven, I will buy you dinner! Voter ID is about voter suppression and you know t. It is a Republican "fraud" on a national scale. Same as re-districting to get the results you want. So is passing a law right before this election to ensure college students votes wouldn't count (in case you're uninformed, the Republicans passed a law so students had to be at their voting address 28 days before voting, even though they knew colleges let out less than 28 days ago!). And how about "buying" an election with non-Wisconsin money - $30MM of outside money that Walker will now owe favors to - hello Koch Industries owning Wisconsin utilities for a penny! (Remember Walker put that provision in his budget to allow him to sell off Wisconsin assets for whatever he thought was fair with no oversight! It's true - check for yourself!) When Wisconsin is just a Corporate pawn and only he wealthy are surviving remember I told you so. (By the way I make over $300K a year, but I have a conscience and a brain!)

College students should vote only where they are domiciled, and not where they're temporarily residenced solely for the purposes of attending school. This just makes common sense.

Otherwise, we end up with the situation that we had during last year's recalls, wherein 65+ transient students from Minnesota voted in our elections via absentee ballot, while also casting ballots in their own home state of Minnesota. Is that right?

What you voted for in Walker is a minimum wage Wisconsin. You are now owned by some of biggest polluters and tax dodgers in this country. They're going to do to your state what they have done to other right to get paid less states. They will want Walker to pay them back for their support. They will try to privatize everything and then you will see wages shrink, unemployment increase and corruption flourish.
I wouldn't wish that on any state but I guess you have to see for yourself.

Congrats on your willingness to sell your state to the lowest bidder. The big business and wealthy folks who backed Walker got rich by feeding off week-minded states who thought if they only lowered taxes enough and gut regulations the money would flow in. It flows in alright just not for jobs. It flows in to buy politicians like Walker and Arizona's Brewer. Politicians who are easily controlled and manipulated.

Actually money does unfortunately win elections. Wlaker had an 8 to 1 advantage in spending and most of that was not Wisconsin money! Walker only won by 172,000 votes and basically disenfranchised student voters by passing a bill right before the election requiring people to live where they were voting for 28 days prior to the election (colleges got out less than 28 days ago and the kids came home) - how convenient! Combine that with the calls to people telling them they did not need to vote if they already signed a petition or telling them to vote Wednesday proves Republicans can't win honestly. Voter suppression and buy elections as if everyone voted Repubs could never win any election! The 99% is too large!

As Republicans strategists have been saying for years. When everybody votes its not good news for Conservatives. Republicans killed ACCORN because they said there was massive voter fraud. In fact only about 24 cases were ever found and only 1 was ever confirmed. Florida is now purging voter rolls even though many of those voters are in fact legally able to vote.
It's sad when a portion of our population believes they are so victimized that they trample on other Americans rights. Yet when you stop and look, the so-called victims are only empowering the perpetrators. Today's Republicans refuse to discuss the issues. Instead they keep repeating the same disproved lies and misinformation.

That's funny - Walker won by 172,000 votes, and only got 53% of the vote. So not a mandate by anyone's standards, especially considering he outspent Barrett 8 to 1 and suppressed some of the college vote. Also, lots of folks said they were not for Walker but against the recall. I'd say Wisconsin is a 50-50 state just like the nation overall. The 99% I referred to was wealth distribution - it is proven that the top 1% have all the money (and as I said I am one of them as I make well over $250K a year, but unlike most 1% I believe in fairness and Christain values of helping those in need.)

Imagine that! Actually requiring someone to actually reside in a precinct where they want to cast a vote! How horrible! Why with that attitude, no Democrat would EVER get elected except in the inner-cities, and even then, Democrats have to fudge the voter registration rolls by using ACORN and other such groups to register Mickey Mouse multiple times and register 167 people with the same vacant house as their "residence."

Most were counted last night. Those that weren't will be included in the official canvass, but are unlikely to swing the election.

Don't worry, we'll retake the Senate in November with the new districts in place before Lehman even has a chance to cast a 'nay' vote on anything. This was a fruitless victory at best. Not to mention that Lehman won't last all but this term in the new district 21. If he wants to stick around, he'll have to challenge perennial Dem favorite Bob Wirch for the new district 22, comprised of the cities of Racine and Kenosha. In other words, Lehman will be going bye bye again in 2.5 years.

congratulations to John Lehman, but this blog like most others shows how unfortunately the big pols and their media savvy consultants have succeeded in creating an "Us-them" mentality-an unfortunate primate trait that we ought to struggle against,but don't. Rational discussion of valid points on both sides of the aisle would be refreshing, as would having legislators who don't march in lock-step. May we all live to see the day!

Too much whining WI. America is at its best when we have open & honest debates and listen to each other. The day after an election we move on and accept the will of the people regardless of who won or lost. G W Bush won by a ONE vote decision of the Supreme Court becoming the US President. I did not vote for him (my wife did) but he was my new president. I may not agree with the election result but I was in the military to give everyone the right to vote and accept the outcome. Should we all go to the same church, all eat strawberry ice cream and take our ball and bat if we do not get our own way. Lets think about a free america...not ourselfs.

Sorry, Jar Head, but Bush won by getting the majority of the electoral votes. All Gore had to do to reverse that election would have been to win his own, HOME state--which he couldn't do. All the USSC decision did was to prevent the Florida SC from violating the 14th Amendment by allowing "selective" recounts at the insistence of the Gore campaign and turning the case back to the Florida SC for reconsideration--which they decided not to do. After all was said and done, Bush WON in Florida by ANY method of counting the votes, as the liberal newspapers discovered when they paid to have a full, Florida recount performed after the election had been decided. That little tidbit of information is always left out by Democrats like yourself when lamenting Gore's loss in 2000.

...and MY point is that liberals are INCAPABLE of real "compromise" and have been for most of the last 40+ years that I've been following politics closely. I am NOT a Republican OR a Democrat, for your information. I'm a Constitutionalist independent and I've watched in horror as BOTH parties have summarily dismissed the greatest document ever conceived by man for liberty and freedom as being "old-fashioned" and "dated." A document, by the way, that contains it's own mechanism for being "updated" to cope with changing conditions. After the left failed in its efforts to pass the ERA, they apparently decided to simply IGNORE the Constitution completely and do things it actually prohibits specifically instead by fiat or by corrupting the courts. Lose an election? Fine. "We'll just go to the courts and have the results declared "unconstitutional." It seems the left is less enamoured with "democracy" than they claim to be.

They want Right to Work, they want the end to public service unions, then the end of private sector unions. Unions are the big contributors of the Liberal agenda. Chris Larsen: The implication wasn't you are to or have received a check in the mail. It's how TV a commercial is able to encourage people to by a product. There is money spent by the ad agency and the client likes to know how much the ad cost per person who bought the product. But in elections there is no cost benefit concern, it's just the number of votes they can get out to win the election, so in a hypothetical way your vote was paid for.

When crunching the numbers for Walker for the Wisconsin budget, Kreklow admitted that the deficit was only one third the number of what Walker has been reporting.

Whereas a Liberal wants better education, the right wants cheaper education, where the Liberal wants fair wages, the right wants a business to pay what they wish. Where Liberals want affordable higher education, the right declares college isn't necessary for everyone. Do you see the pattern here? Always about money. Money, Money Money. Look at how much money saved Walkers job, and wait until November the numbers will boggle the mind with the amounts of money that will be spent to get back the deed of Wisconsin back to the Koch Brothers Money, Money , Money. Greed and unchristian selfishness. Right to Work, that's the door prize you will get for selling out you state and it's citizens. Low wages, no benefits, no sick leave, no weekends off. Check out Texas and Oklahoma. Yeah the brag about lower unemployment. But the Middle class is practically gone. The tax base has shrunk, government services are declining. That's what Wisconsin is in store for when you hand over the deed to the state to the Koch Brothers.

Did Walker run all over the United States as no Governor ever has putting up for bids the future of Wisconsin. So I take it that this point you are trying to make says selling out Wisconsin to the highest bidder ti just dandy with you. And we should sit by while GOP led states enact legislation that the Koch's and their ilk demands. If the Koch's can buy back the state of Wisconsin for the GOP, you are looking at a decline in public services, Right to Work, and may I suggest Texas and Oklahoma as RIght to WOrk states. Low wage jobs, no benefits, no overtime, no weekends off, no sick leave, no vacation pay, one week vacation at best. No raises. That's your new Wisconsin. Laugh if you want to but, you shall see.

The Ko0ch's hit a slight bump they will be back in NOvember to reclaim the deed to WIsconsin. They had found a state government that ws silling to try an experiment. To see if the Uninls could be crushed. Make Wisconsin a labaratory for the Right's vision for America. Right to Work, low paying jobs with no benefits. Health care if you can afford it, cheapest education sysytem in the country , make the teacher profession so unattractive, there will be no one left to teach except those hired to work in the charter schools owned by Koch Industries or some friends of Koch Industries. They are Oligarchs and Social Darwinists, they think they can manage people and governments the way they manage businesses. It does not work, The USSR failed, the National Socialist Party failed. There is always going to be resistance to that kind of government and the resisters have to be dealt with, privatized prisons should be able to deal with that problem. That's the future of Wisconsin and the USA, if the Oligarchs get their way, and Wisconsin is their first success story and they will fight on to get Wisconsin back.

Conservatives profess to want deregulation, lower taxes,especially of the upper level wage earners, less to public education, with subsidies to private education,access to good education then becomes limited to the very rich, less access of ordinary people to courts("tort reform", repeal or limit equal pay for equal work legislation). If you read any of Charles Dickens novels about London in the mid 1800s, you'll see where that's headed--worse air quality,cholera and other waterborne diseases,("deregulation") no medical care for the poor("lower taxes"), terrible poverty, country ruled by a miniscule number of extremely rich people to their benefit, political corruption,(Citizens United 's "corporations are people who can give unlimited and secret donations because they have free speech),
I'm probably too old to live to see the worst of it, but it's a pretty dismal picture(except those who are in the upper echelons of money and power). Read Oliver Twist .

Wisconsin is the future the Oligarchs are banking on, a Governor and legisalture than can control, via the Koch's confabs and the Alec confrences, form which the devided and conquer method of Walker coam from. They need to get rid of any recourse and employee may have to earn a raise or beneifits. They want every last penny they can get out of the eoconomy, and the Liberasl and Unions stnd in their way. So they have discovered buying individuals states and get done what they want on a stale level it will eventually lead to the federal government. They did not anticipate a recall election, and it cost them dearly to save Walker a former corrupt lower level pol for whom they bought the Governor's seat in exchange for taking on the unions. Strange he never mentioned unions in his campaign but it was the first think on his agenda, or should I say the Koch/ALEC agenda.

With all of the money that is going to pour into Wisconsin, Wisconsinites are going to think they are a country not state. The Koch's and Karl Rove are going to inundate the state with so many commercial the regulator broadcasting will begin looking like commercial breaks. This November is going to be the most embarrassing news item world wide, an embarrassing show of the obscene wealth in the hands of a few people is going to determine the future of the United States of America. It will effect the world economy, diplomacy, trade and everything else with world events. The signal the Right Wing sends to the world will but countries on the edges of their seats, waiting for war with Iran, surging oil prices and the increase of prices in goods due to the surge in oil prices. If the Right prevails the USA will act like a bunch of thugs who will walk extremely loudly and carry and enormous stick, although that stick has been exposed as weak by the insurgencies in Iraq and Afghanistan. I ran will be a major mistake if we attack it. It will destroy the economies of the Western World along with our own. Where is the money coming from? The narrow ideology of the right and the extremely narrow ideology of the uber wealthy are a major disaster knocking at the door of Democracy in the USA. They wish to starve people out of poverty and suck every last dime out of the economy. None of which will help the middle and working classes of America.
